According to the site:
Some new filming news on the Harry Potter and the Half-Blood Prince movie has appeared online which details that construction started this week on the cloisters and gardens of Gloucester Cathedral and that Malfoy’s house is under construction.
New for April 2008 is an update on the filming taking place at Leavesden Studios for Harry Potter And The Half Blood Prince. We know they have filmed Dumbledore’s death and the Quidditch has also been filmed, which might explain why the cranes are now gone. We also know that the Malfoy’s house is under construction.
Also a report
from a visit to the set in early March indicates that Dumbledore's death scene has already been filmed.

They're probably filming Malfoy's house in order to have some back drop in the 6th film that can be later attached to the scenes in Deathly Hallows. Maybe instead of having the interaction between Snape, Bellatrix and her sister at Snape's home, they have it at the Malfoy home.

As much as I detest Michael Gambon I hope that he doesn't make Dumbledore angry when he's calm and cool. Or else I will be angry, because he always stuffs Dumbledore up in the films.
But he better have done that scene good.
Anyway. But why are they doing Malfoy's house? We only see Malfoy's house in the seventh book, the deathly hallows.
YAY! They've done Quidditch! Can't wait! xD
I hope they include "Weasley Is Our King" even though that started and was supposed to be in the fifth movie, but I hope they include it.

The excitement is building! I really, really hope that the movie lives up to some of my expectations. The Pensieve scenes will have to be included, and Dumbledore's funeral should be very emotional.

So yeah...anyone have any ideas on what they will use Malfoy's house for? I wonder what it will look like. I agree with Padfoot4387 that the house will probably look a lot different than I imagined it in my head. I picture it quite gloomy all by itself..etc..you read the book!

Yay! they have already filmed half the movie... this should be better than the fifth movie because I think that David Yates made it really bad because of the way he cut everything off from the movie, that was in the book. This better include every detail... or it will ruin the story line. And the Order of the Pheonix was the longest book,bit the shortest movie. That sucks.... :[ but HBP will be out soon!!! Yay!

Dumbledore's death scene is going to be difficult for me to watch but it has to be part of the movie. What's worse is that Severus is the one who has to do it. That was one of the most tramatic chapters in the whole series of books.
The fan who won the trip to see the filming and sets must be on cloud nine. It must have been the experience of a life time for her. I know it would be for me.
